In an NDIS plan there are three types of support budgets that can be funded:
- Core Supports
- Capacity Building Supports
- Capital Supports
These areas are designed to give choice and control to assist NDIS participants achieve the goals set out in their NDIS plan.
Core Supports
Core supports are designed to assist with everyday activities, with potentially a long-term goal. This is the most flexible of the three budget types.

Capacity Building
Capacity Building is designed to assist with developing independence and skills, with the aim of achieving a clear goal. A Capacity Building budget is often fixed and in most cases, cannot be switched.
Capital Budget
Capital Budget supports are designed to support with one-off purchases, including Specialised Disability Accommodation (SDA). This budget can also be used to purchase equipment, modifications and assistive technology that has a higher cost. A Capital Supports budget does not have flexibility. Capital budget also require a quote to receive a good or service.
Stated supports
If you receive stated supports under a category it is not flexible with any other supports or service. It must be used where it is stated to be used; you cannot swap, exchange or transfer the ‘stated’ line item for anything else.
In-kind supports
‘In-kind’ means the service has already been paid for by either the state, territory or federal government. You must use the provider they have chosen.If you believe these services aren’t appropriate or if you have concerns, the NDIS recommends raising this with your NDIA planner, LAC or ECEI Coordinator.
If you are self or plan-managed you can choose any provider to provide these supports, however if you are NDIA-managed you can only use NDIS approved providers.
