NDIS Updates

Senate Standing Committee on Community Affairs Legislation Committee reports on the NDIS Amendment (Securing the NDIS for Future Generations) Bill 2026. 

The Bill passed with 63 amendments – 30 made in the House of Representatives and another 33 in the Senate, covering everything from Scheme access to plan reviews, action against fraud and pricing.

• Participant budgets for social, community participation and capacity building will be gradually reset as plans are renewed or reassessed.
• The phased rollout of Thriving Kids supports begins.

• Plan rollover changes start: new plans will be created at reassessment and unspent funds won’t carry over.
• New assessment criteria begins for new entrants to the NDIS  and will be progressively applied to current participants during their reassessment.

Participants start transitioning to the new framework planning.

• Rollout of mandatory registration begins for higher-risk providers (e.g., personal care), with all providers in scope registered by December 2030.
• A new enrolment system launches for most NDIS providers, with all relevant providers enrolled by December 2027.

• Changes to NDIS eligibility begin for new participants. Existing participants will be reassessed with the new criteria over the next three years.
• Thriving Kids services to be fully operational across Australia.
• New applicants under 8 with developmental delay and Autism with low-to-moderate needs to move to Thriving Kids supports.

The government is asking for feedback on how people are assessed for access to the NDIS.

Your feedback will be used by the Technical Advisory Group (TAG) to develop advice for the Australian Government.

The government is seeking your feedback on a new Support Coordination and Connection (SCC) service. The new service is due to start from 1 July 2028 and will replace the way NDIS participants currently receive support coordination services.

The Department of Health, Ageing and Disability is seeking your feedback on 4 new NDIS rules for new framework planning. These rules cover: how support needs will be assessed; how reasonable and necessary budgets will be developed; how a participant can use their plan; how a new framework plan can be changed.

There is an opportunity to take part in paid online testing of the new support needs assessment before it rolls out in April 2027. Sessions run for approximately two hours, with a payment of $200 each. Your feedback will help shape the process and won't affect your plan, funding or eligibility.
