Home Care Packages come in four levels, each designed to address progressively increasing care needs. Understanding these differences helps you identify the most appropriate level for your situation.

The most fundamental difference between the four levels is the intensity and complexity of care they support. This directly affects the government funding provided and, consequently, the scope and frequency of services you can receive:

1. Level 1 packages cater to those with basic care needs, who are largely independent but benefit from minimal, occasional support. With an annual value of approximately $10,698.15, these packages typically provide around 2 hours of personal care weekly, usually delivered in just one or two visits. The government contributes a daily subsidy of $29.31 (as of March 2025) or about $410.34 fortnightly. Level 1 focuses on foundational support like domestic assistance, transport, and social support to maintain your independence.
2. Level 2 is designed for those with low care needs requiring more regular but still limited assistance. These packages are worth approximately $18,812.10 annually. The government's daily subsidy increases to $51.54, or about $721.56 fortnightly. You'll typically receive around 3 hours of personal care weekly, with more regular visits than Level 1. Level 2 introduces additional services like basic nursing care and simple care equipment.
3. Level 3 addresses intermediate care needs for those requiring frequent assistance with numerous daily tasks. With an annual value of approximately $40,945.70, these packages provide around 8 hours of personal care weekly (16 hours fortnightly), usually delivered on most days of the week. The government contributes a daily subsidy of $112.18, or about $1,570.52 fortnightly. Beyond more frequent delivery of basic services, Level 3 increases service intensity and may include support for psychological needs.
4. Level 4 is designed for individuals with high or complex care needs requiring extensive daily support. Worth approximately $62,075.55 annually, these packages typically provide around 14 hours of personal care weekly (38 hours fortnightly) through daily visits. The government contribution increases to a daily subsidy of $170.07, or about $2,380.98 fortnightly. Level 4 offers the most comprehensive support, including high-level nursing, complex therapies, and extensive physical, social, and psychological assistance.

Across all levels, the basic daily fee that recipients may be asked to pay also increases slightly with each level, from $11.77 daily for Level 1 to $13.14 daily for Level 4 (as of March 2025).
